Job Description
A. Project Planning and Execution
- Work with Project Managers and Singapore consultants to develop comprehensive project plans covering scope, milestones, deliverables, dependencies, responsibilities and timelines.
- Monitor project execution and follow through on actions to ensure timely completion and adherence to agreed schedules.
- Maintain accurate project trackers, action logs, decision logs and escalation records.
- Coordinate meetings, workshops, client inputs and vendor activities across multiple workstreams.
- Identify slippage early and propose practical recovery actions rather than merely reporting delays.
B. Budget and Resource Management
- Track project budgets and expenditure against approved limits.
- Identify possible cost overruns, resourcing constraints or unplanned work and escalate them promptly.
- Assist in allocating internal and external resources across projects to avoid overloading, under-utilisation or delivery bottlenecks.
- Support financial reporting, timesheet discipline, invoicing inputs and other project controls where required.
C. Risk, Issue and Quality Management
- Proactively identify risks, issues, assumptions and dependencies at both project and programme level.
- Maintain risk and issue registers with owners, deadlines and mitigation actions.
- Work with the project team to implement mitigation strategies and minimise disruption.
- Check the completeness and quality of deliverables before submission and ensure that comments and revisions are properly closed.
D. Stakeholder and Client Communication
- Maintain clear, professional and consistent communication with SSA clients, government stakeholders, technology vendors and internal team members.
- Provide timely updates on milestones, deadlines, decisions, risks and project performance.
- Prepare meeting agendas, notes, follow-up actions and concise management updates.
- Escalate ambiguity, disagreement or non-response appropriately while preserving constructive working relationships.
- Support stakeholder satisfaction surveys and coordinate corrective actions where necessary.
E. Digital Strategy Planning Support
- Support facilitation workshops that introduce digital road-mapping and help organisations identify internal and external drivers for digitalisation.
- Assist in assessing current digital maturity, service needs, strategic priorities and organisational constraints.
- Contribute to 3–5 year digital strategy plans and phased implementation roadmaps.
- Help translate broad strategic aspirations into prioritised initiatives, practical milestones and measurable outcomes.
F. Process Mapping and Gap Analysis
- Develop clear and detailed As-Is and To-Be process maps.
- Document pain points, root causes, bottlenecks, control gaps, duplication and technology needs.
- Support gap analysis between current capabilities and the intended future state.
- Convert workshop discussions and stakeholder input into structured, actionable findings.
- Contribute to recommendations for process improvement and digital transformation.
G. Solution Evaluation and Selection
- Conduct environmental scans and market research to identify suitable digital solutions and vendors.
- Prepare evaluation criteria, solution-selection matrices and recommendation reports comparing at least three viable options where required.
- Assess solutions against business fit, user needs, implementation effort, security, scalability, integration, support, cost and sustainability.
- Coordinate vendor briefings and demonstration sessions and consolidate stakeholder feedback.
- Support clients in making informed and defensible technology choices.
H. Change Management and Stakeholder Engagement
- Assist in identifying key stakeholder groups and assessing how proposed changes will affect them.
- Contribute to change management, communication, engagement, training and adoption plans tailored to each organisation.
- Develop communication templates, stakeholder maps and resistance-management actions.
- Support the team in addressing concerns, building buy-in and improving adoption of new processes and systems.
I. Cost-Benefit, Productivity and Outcomes Analysis
- Assist in cost-benefit analysis, productivity assessment and return-on-investment estimation.
- Identify expected productivity gains, financial and non-financial benefits, implementation costs and time to breakeven.
- Help develop KPIs for project success, staff satisfaction, service outcomes, productivity improvement and benefits realisation.
- Ensure that proposed measures align with programme and funding requirements where applicable.
J. Documentation and Reporting
- Prepare professional reports and presentations for each phase of the consultancy engagement.
- Support the preparation of Pre-Project Evaluations, digital strategy plans, implementation plans, status reports, financial reports, risk assessments and final consultancy reports.
- Maintain complete records of workshop outputs, process maps, requirements, solution evaluations, approvals, decisions and post-implementation findings.
- Ensure documents are accurate, logically structured, consistent and suitable for review by senior stakeholders.
- Ensure project documentation complies with applicable financial, contractual, confidentiality, legal and programme requirements.
Job Requirements
- A diploma or degree in business, management, information systems, engineering, social sciences or another relevant field.
- Relevant experience in project delivery, business analysis, technology implementation, consulting support or a comparable environment.
- Professional proficiency in English, particularly for reports, presentations and stakeholder communication.
- Competence with Microsoft Office or equivalent tools, especially Word, PowerPoint and Excel.
- Experience with process-mapping, project-management or collaboration tools is advantageous.
- Ability to work effectively with a distributed team and support projects led from Singapore.
